I am glad to know that the inaugration of the Shri Guru Nanak Devji Free Municipal Dispensary & Diagnostic Centre at Dr. Ambedkar Road, Khar would be done on the 16th September 1973. The Building of this Dispensary has been constructed by Smt. Chand N. Bhojwani, Shri Narayan N. Bhojwani and Members of the Cenced Co-operative Housing Society Ltd. and donated to the Municipal Corporation of Greater Bombay for maintenence of a free Dispensary and Diagonistic Centre. This is the 4th of the buildings for Free Municipal Dispensaries donated so far to the Corporation under a programme voluntarily taken over and enthusiastically executed by Dr. P.S. Pai, Municipal Councillor, for providing medical facilities to the poorer sections of the society in Bandra, Danda, Santa Cruz and Khar through the help of charitable-minded citiens. My congratulations to all those whose joint efforts have culminated in the establishment of this Dispensary. I wish Dr. Pai further success in his efforts for giving service to the Society.

It gives me a great pleasure to associate with the inaugration of Shri Guru Nanak Devji Free Municipal Dispensary and Diagnostic Centre at Dr. Ambedkar Road, Khar, on Sunday, the 16th September, 1973, Particularly during the Centenery Year of the Municipal Corporation of Greater Bombay. This free medical centre has been constructed through the joint donations offered by Smt. Chand N. Bhojwani, Shri Narayan N. Bhojwani and members of the Cenced Co-operative Housing Society Ltd. as a free gift to the Corporation along with the land admeasuring 500 sq. yds. and the structure thereon, as a dedication to the people of the area. I must particularly make a mention of the spontaneous efforts and enthusiasm shown by Dr. P. S. Pai, Municipal Councillor for providing a chain of medical centres for the benefit of the poorer sections of the community in H Ward. I must also congratulate all those who joined hands together in his efforts which has resulted in the completion of this project in time. I wish the efforts made by Dr. Pai would result in many more such units coming up in H Ward as also elsewhere.
The most important programme of the Health Department is providing adequate medical relief to the people of Bombay. Our objectives in giving medical relief are that nobody should be denied medical relief merely because of his inability to pay for it and that the medical institution should be in close proximity to the residence of the needy patients. To fulfil these objectives we need as many medical institutions as possible in each ward. Th population of 'H' ward (Bandra-Khar-Santacruz) is at present about 3,00,000 and according to our standards it needs 12 Dispensaries. i am happy to nore that Dr. P. S. Pai, our energetic Municipal Councillor of the area, has helped us in gettingg philanthropic donors who constructed 4 Municipal Dispensaries through his personal effort. He has also planned to secure 2 more Dispensaries through similar donations. Through the personal effort of Dr. P. S. Pai we have been able to secure a Municipal Ambulance from Sevak Jatha for the Bhabha Hospital which has filled a need. Dr. Pai has also been able to help us in providing amenities at the Santracruz cemerty by securing generous donations. He has also made a personal effort in providing amenities at Neo-Buddhist cemeteries at a cost of Rs. 75,000. I know a popular Councillor like Dr. P. S. Pai will continue to cater to the needs in the future also and take the blessings of the people of 'H' Ward. I wish him continuous good success.
It gives me great pleasure to associate with the memorable function organised for the inauguration of Shri Guru Nanak Devji Free Municipal Dispensary & Diagnostic Centre at Dr. Ambedkar Road, Khar on Sunday, the 16th September 1973 at the hands of our respected Shri T Godiwala, Vice-President, BPCC. It is further heartening to note that the Medical Center, is being started, for the benefit of the less resourceful section of the population of H Ward, during the Cenetenary year of Municipal Corporation of Greater Bombay. The presence of Shri M. W. Desai, the Municipal Commissioner as the Chief Guest is further indication of the dynamism and the promptitude which will attend on the functioning of the dispensary. It speaks volumes of the imagination, drive, enthusiasm and perseverance of mu colleague in the Corporation Dr. Prabhakar S. Pai that he has been able to involve the philanthropic citizens for the construction of the medical centres with their own donations. Smt. Chand N. Bhojwani, Shri Narayan N. Bhojwani and members of the Cenced Co-operative Housing Society Ltd., deserve to be especially mentioned in the message, for giving a free gift to the Corporation of a piece of land admeasuring 500 square yards and structure thereon. I cannot adequately express the gratitude for these well placed and well intentioned persons who have kindly given theit mite to help the people who belong to "have not" category. The example set by them and useful work done by Dr. Pai are examples worthy of emulation by all concerned. I wish God-Speed to all such laudable projects and objectives. It is needless to mention as the Leader of Bombay Municial Congress Party and as a Municipal Councillor of 'H' Ward, that it has sbeen and will be, my proud privilege and obligation to do whatever possible in the matter of helping Dr. Pai in the achievement of his objectives.
Some months back, Dr. P. S. Pai, our corporator from Bandra talked to me about his scheme for opening a few charitable dispensaries and diagnostic centres in and around this constituency. He has the required backing of a large number of philanthropic residents of his locality. I wished him well. Soon after, he approched me in connection with opening of a diagnostic centre in S.V. Road, Khar. It was done. And now, i see, that within a short time, he has organised the second centre. It is needless to say, how useful the activity is. Inspite of a few Government hospitals, hospitals run by the Corporation and other charitable institutions, it is necessary to have many more charitable dispensaries, diagnostic centres and hospitals. With a population of over six millions in our city, more of such institutions are needed. to go to big government hospitals or municipal and charitable hospitals, one must have a lot of time and patience. For a poor or middle class man it is almost forbidding to approach private consultants. Our aim is to achieve an egaliterian society through peaceful transition. That would necessarily involve the process of socialisation of various professionals - the one nearest would be the medical profession. That would take quite sometime. Till we reach such a stage of society, we need many more institutions of the type that Dr. Pai and his friends are striving for. Medical aid should be made available to every individual, no matter his status in life. It is a well-deserved humanitarian cause. I congratulate Smt. Chand Bhojwani, Shri Narayan Bhojwani, Dr. P. S. PAi and all other philanthropic citizens who have contributed in organising this centre. I wish this centre blossons into a worthy institution.
